All Summons are useable at Lv1 by Summoners (Once obtained after the battle with the Summon of course) and cost 30MP to summon. Summons drain 2 MP every 3 seconds after being summoned and stay out alongside you until you dismiss them or you run out of MP.
To obtain a summon, you must accept the quest for the summon and then fight the summon monster (Six party members max to fight a summon; The summons are no walk-in-the-park either. Garuda can do around 1800 damage to your entire party with her special attack) in a specified battlefield. After beating the summon, you and your party members that participated in the battle obtain that summon for their Summoner job, Gil, or a rare item (It depends on which you choose/want). All summons are useable at Lv1 but require a lot of MP (It drains fairly quickly).
A lot of Fame is also required for all other SMN (Summoner) quests besides Carbuncle (You obtain him after completing the Summoner job quest). You may be able to summon Titan from Lv1, but all the summons level up and gain new abilities as you level up. This is a good approach by Square Enix and keeps each summon a bit fresh as you always check to see if it got a new move or ability every few levels.

Elemental Spirit Summons
| These summons have no ability menu and will cast magic of
their element at random. You can use them starting at level one (as with
all summons) if you 'eat' a Scroll, much like other magic. They cost more
MP to summon and drain more than the Avatars & Carbuncle. However the
calling time is much more faster. They also can cast ancient magic on the
enemy, but it's very slow. Most people simply use these for skill up. |
